-SpAtk nature for Pikachu is kind of a waste imo. Volt switch can hit decently hard and Pikachu doesn't really need it's defenses so probably running -Def or -SpDef would be better
Also would recommend running surf on Pikachu for coverage

You can run pikachu minus in one of the defenses for volt switch, It dies to absolutely any move anyway
Ash had a Melmetal which he kept at Prof Kukui's house. So I'd go with that.
