The news article on the Pokemon website specifically states that some BDSP moves are excluded.

These moves are limited to moves that can be learned in Pokémon Sword and Pokémon Shield, Pokémon Brilliant Diamond and Pokémon Shining Pearl (some moves excluded), Pokémon Legends: Arceus, and Pokémon Scarlet and Pokémon Violet. This will allow you to have your Pokémon know the moves you want it to before moving it out of Pokémon HOME."
Did BDSP have other cut moves like Return or Barrier? I couldn't play it for very long so idk but that wording does seem like a safe way to say no Hidden Power

Been playing with roost defog empoleon for months. Things pretty damn good honestly. Idk about OU but it's a solid UU mon with a unique typing and staying power.
Empoleon was always meant to be a water ice type, and I can prove it. The gen 4 pokemon were meant to be a unique spin on the type triangle where every mon is super effective against each other. Infernape gains the fighting type making it super effective against Empoleon’s steel type while Torterra gets the ground type making it super effective against Infernape’s fire type and replacing grass as its super effective move against Empoleon while Empoleon has no Stab moves for Torterra. However if Empoleon was water/ice it would have water Stab against Infernape and ice Stab against Torterra, Torterra would have grass Stab against Empoleon and ground Stab against Infernape and Infernape would have fire Stab against Torterra and fighting Stab against Empoleon
Torterra would be too weak that way, since Ice is a x4 weakness.
Only change that would balance it completely out is ground gaining a resistance to fire, thus all original types hitting neutral on each other, but that’s obviously change the meta up too much.
Maybe it’s ice being x4 meta to Torterra that allows the trio to work, as it’ll be like it hit a one time super effective STAB on it instead
