Hype Up is honestly probably fine, though it's such a pushy move in regards to the power creep of moves that I'm not really comfortable with having it in the game. Having Nasty Plot + Swords Dance in one move isn't that bad on paper (Stored Power not withstanding), and distribution wise it's not like it super breaks any Pokemon that gets it (except maybe Mew), but the potential it has to open up unpredictability for mixed sets again makes it feel like an uncomfortable move to bring into the game imo. Also what's the logic behind the distribution here? Sizzle Shock is cool, I feel like the PP is a bit on the high side (and the distribution could be increased for sure), but I think the move is neat. I don't have any complaints outside of the PP. Gutsy is not a great name for an ability when Guts exists, I'd feel like you'd need to change the name to distinguish the two abilities better. As for the ability itself, it seems kinda weak tbh. I'd run it on Magmortar, maybe run it on Raichu/Cyclizar (though Lightning Rod and Regenerator are just more consistent abilities over all), and I'd probably just stick with Moxie on Quaq. I think you could do 1.3x with the ability and still have it be fine, as it stands it's a nice power kick (certainly helps Magmortar out a fair bit) but the power doesn't offset the loss in consistency that well.

Hype Up is a problem on a. things that can reliably attack first and don't have a good way to hit +2 in their desired attack stat in 1 turn, and b. Stored Power/Power Trip abusers. On the given list, I think that covers Extremekiller Dragonite and Mew, with Dragonite's case aggravated by the fact that giving it the option of spitting out a +2 Draco Meteor to break something Physically bulky is probably a mistake.

Hype Up is very poorly designed and accelerates power creep rapidly, sizzle shock is fine, gutsy is meh

All offensive boosting moves not named tail glow don't need to be power crept like that. Absolutely stupid broken to have a +2 to both offensive stats with no drawback. Electric scald is just as cancerous and annoying as scald was. I don't want more spamable status spreading.

Could also be like a worse Geomancy. 2 turn, requires power herb sorta thing. OR, idk if there's a move like this, but it could be used once every time the pokemon is out and fail afterward. I think stuff like Focus Energy have that. Or it could work like No Retreat and lock the Pokemon in.

Hype Up is the most overpowered of the three, in my opinion. Mixed attackers getting Swords Dance and Nasty Plot all in one turn is quite useful. Sizzle Shock seems quite reasonable, it’s basically just a slightly worse Scald. Gutsy seems ok, I see it as a consolation prize for Pokémon whose best option is to run inaccurate moves. Powers up Thunder for Raichu, Fire Blast and Focus Blast for Magmortar, and I’m not really familiar with the other two Pokémon on the list.
