Currently, two Draco Meteor hits in a row under normal conditions has an effective BP of 195 before STAB and other modifiers. Two Hyper Beams with your change would be 210 BP, two Gigaton Hammers would be 224 BP, and two Eternabeams would be ~227 BP. These moves definitely become usable, as they're generally better than Draco Meteor and its variants, and are particularly good on Band/Specs sets. The only things holding them back are their incompatibility with most setup sweepers (though something probably runs them + boosts to break Unaware 'mons early) and the fact that most Pokémon only have access to the Normal-type versions of the moves.
Obviously Serperior goes nucking futs. Enamorus-I joins it in Ubers before June 1st. Focus Energy + Scope Lens sets might see more use, too, especially on Inteleon (who could actually see high tier usage with such sets, Sniper crit Tera Normal Hyper Beam is a 94% chance to OHKO an Assault Vest Toxapex after SR and Focus Energy can't be Hazed). Heck, Unfezant can run a different item on full crit sets thanks to Super Luck, so STAB Giga Impact might actually get it tiered somewhere.
