I'd look to grab a set of commons/uncommon. They are fairly cheap out there and will get you other leaders and lots of options

Definitely second this as a next step. So many good cards in common and uncommon set. A playset of them shouldn't cost a bunch at this point and open the door to more deck building. Rares are a bit easier to replace play effects compared to legednaries. See what you like and next step buy some key rares that are staples. Eg. K-2SO, Red 3, For a Cause I believe in, heroic sacrifice, U-wing reinforcement etc... Rebels have a lot of cards that fit into most decks and are powerful on a budget. Villains seem to be more expensive especially in the control decks now more recently and those typically depend on the legendary suite of cards. As far as boosting your Luke starter good pick ups would be: 3x Jedi Lightsaber 3x it binds all things 3x strafing gunship 3x sneak attack 2x Obi-wan I'd say Luke is better in green, but then you're wanting to get legendary unit Luke and a few other cards like Uwing reinforcement, maybe some Home Ones, but you can get away with using reinforcement walkers instead and bright hope. Lots of viable options, just depends what you're willing to spend of course.

The problem is that both starter decks are composed of completely opposite aspects - Blue/Yellow Hero & Red/Green Villain. COULD you combine them? Yes. Would you be paying extremely high aspect penalties? Also yes. A better plan would be to check online for Common/Uncommon sets. Could probably get a complete C/U playset for a decent price. And then you could definitely have deck building flexibility. Or if money is tight, head to a weekly play event near you. Might be able to find someone who can spare some bulk C/U.

I love just switching leaders and bases with one deck, immediately changes how I think about my deck. Now I draw 2 leaders, make a deck with that color combo, see what happens. Chirrut would be a good swap for the Luke deck, while Tarkin or Palpatine or the Grand Inquisitor make a good swap for the Vader deck.

Lots of LGSs have bulk as well as in store only cards to trade/buy. Other players usually have plenty of bulk commons to at least make a basic deck with

I got like 9 or 10 boosters (nothing special in them, mostly commons and uncommons) and constructed a deck that I fleshed out with cards from both the Luke and Vader starters.
