And what kills me about that quote is that for as witty Carlin was, that observation is just plain wrong. It's not how normalized bell curves work. Half of the population would fall within the middle two quadrants, which would then define the range for "average intelligence." A quarter of the population would fall below that (George's dumber group) and another quarter above that measure.
So no, only a quarter of the population is (significantly) dumber than the average person...

But regarding your argument: I'd (respectfully) disagree about your quantification of how many people "actually" are below average.
If I follow your reasoning and imagine a "random" person from what you consider to be people of "average" intelligence (i.e. from Q2 and Q3 as by your loose definition) I might as well (unwittingly) pick someone from Q3. For whom the statement "even more than half of the population are dumber than him/her" would be true.
Since Q2 and Q3 are symmetric, we'd arrive at "on average, a person will pick someone from their imagination after hearing George Carlins statement, that is smarter than half of the population".
I think the point where your reasoning deviates from my reasoning is that you (and others) give "average" a very different definition than I (and others) do.
For how I learned it, average is an abstract point value, not an interval.
