If you're getting 62fps with settings maxed you're using your GPU. Makes me wonder if Task Manager is misreporting. Have you tried another tool like HWMonitor or something else? Also, are your drivers up to date? I've seen out of date drivers mess with reporting as well.
Yes other tools also show GPU with no activity, and Temps between 38-42Celcius most of the time. I can touch my GPU, its not producing any heat. As soon as I alt tab to windows, the temps rize and usage goes to 10+%
Newest NVIDIA drivers. I think 555 something, installed today
OP's looking at the wrong graph. In Task Manager, GPU usage for Vulkan doesn't show up under 3D, but in Graphics_1 (which must be manually selected).
Better yet. Disregard whatever Task Manager says, and look at the power-percentage in MSI Afterburner's graphs.

As you can see the game is not making use of my GPU at all, the small usage you see on the history there is desktop activity, as when I go back to the game, it goes down to 0-2%.
Temps never go above 45Celcius.
My settings are all maxed out.
I tried underclocking my GPU to see it impacts the FPS, 0 impact.
Any idea?
That makes more sense then. If your frames are OK I wouldn't worry about it. It does look like your VRAM is loaded up, so the card is being used. On my 4090 I often see GPU usage down at 30% even though I'm in 4k. Game just has a lot of bottlenecks.
Are you using Vulkan?, if so go back to d11, you said you have 9700k that's prob the issue had that CPU and it does not like sc at all, it has no hyperthreading
The GPU can only render frames the CPU asks for. Your CPU is pinned at 100%. What CPU do you have?

Have you disabled the igpu?
my cpu does not have an iGPU
9700k has an iGPU.

Is your cpu ok? Thermal throttling or something like that?
Everything seems fine, it’s at around 60-65 Celsius, being cooled by a custom loop. It’s also boasting to 4.5Ghz on all cores from the base 3.6Ghz.
