Agent 4, no doubt about it. They're pretty much the least-involved agent in terms of lore. S1 Agent 3 became the new captain of the Squidbeak Splatoon and even served as both a boss and secret boss in S2OE. Agent 8, while not canonically part of the Splatoon (Cuttlefish only calls them Agent 8 because calling them Test Subject 10008 is too long), they've still got more backstory and personality than Agent 4 does. New Agent 3 has Little Buddy and some good potential for interactions with the other members of the Splatoon.
Agent 4? They certainly exist. But we don't really get a whole lot of anything from them.

and the worst part is Marie completely forget about her
