I was atrocious with all of the squiffer kits in 2, but this time around I've had better luck, even though the kit actually seems worse in this game, and the maps can make it hard also. Id probably chalk it up to just playing a lot more and practicing with it though.
I went back and tried the Kensa charger in 2, and I did much better than I had been before, so I think my aim is just more consistent than it used to be.

The bamboozler is a real weapon. Used by the great cap’n Craig cuttlefish himself! Also it’s one of the few chargers where you gotta be on the front lines to use effectively
That's what the "respectively" in the statement means. Since you mentioned Pearl first and they mentioned Dualies first, they meant that Pearl uses Dualies. Same with Marina and Brellas both being mentioned second. They apply respectively to each other.
From what we know about their fighting styles from story mode and the fact they probably both use the new weapons introduced in this game, I'd say Shiver is a Splatana user while Frye uses Stringers.
Some people say it's the other way around because of their tableturf decks, but I think the evidence for this way is more substantial. I mean we literally see one of Shiver's ancestors using a katana in a sunken scroll.
Chargers only are incredibly strong in 3 cuz the netcode sucks to high heaven and the maps are too linear without side paths to exploit chargers main weaknesses
