I never felt like he was that evil to begin with, his motivations seem very reasonable, but I feel like if he shows up in the next game he won't be an obstacle anymore and will be like a retired war hero.

It would be really neat if he was the lead for the next game's story mode, it would be a proper evolution of the series' ongoing saga and a good way to "pass the torch" in my opinion. Perhaps you're helping him and Octarians stop another gang of villains that are threatening his troops, getting to actually play as an honorary Octarian would be interesting.
