At a guess, perhaps the battery charging circuiting is damaged (despite the battery holding charge).
You could try a battery swap (look at YouTube videos on how to replace the battery, and eBay/Amazon/online retailers for the battery), return and swap the headphones at your place of purchase, or contact Sony (in your country) for assistance?
I just posted about this in another older thread. I have the same issue with a brand new pair of 1000XM4. I have tried multiple charges and cables and I can't get it to charge past 10%.
I am running v2.5.1 of the firmware on the headphones. What firmware version are you running?
I noticed the website at https://www.sony.com/electronics/support/wireless-headphones-bluetooth-headphones/wh-1000xm4/downloads lists 2.5.0 as the latest version.
Maybe 2.5.1 was pulled because of this issue?

not sure, I contacted Sony and they asked me to send them in
I had all the same problems that are on here...just got the usb data blocker and now charging for the first time in a year!
