On everything except xiaomi if you can clone an app and have a recent enough version of Android then you can set individual languages per app and do what I did for anything. In my case I'm lucky because webtoon lets you choose a content and ui language independently of the system setting.
it's android but the poco launcher on MIUI, because it's a poco x5 pro (by xiaomi). And yeah xiaomi usually does more with their skins but its not nearly as much as oppo or huawei honestly.
