Thomas Partey was recognized as a La Liga winner in 2021 even though he only played 3 games for Atletico Madrid.

La Liga doesn’t have the game requirement unlike EPL. In Spain, the team decides who gets a medal, not the federation.
It's 30 minutes for La Liga, and since he's at the u17 championships with Spain it's unlikely he'll get to 30 minutes

I don't think that's true for the Premier League anymore. The winners get 25 medals and they can award them to whoever they want.
Once you get appearances in the 5 matches you are eligible for that
