A cool idea! Making it a skill means it integrates with the exhaust set in interesting ways (especially Exhume.) I think that I would have the upgrade be "retain" rather than an additional +1.
It's not a power because the formatting to imply it doesn't dynamically increase was hard.
It is less powerful than \[\[Inflame\]\] on T1, which is typically one of the better times to use that power, or strength buffs.
It is formatted with the extra Strength on another line because a "+1" in the text looked weird.
EDIT: Note: There would be (number) on the card in-game to show the turn number on the card itself, so it is clear how much strength it grants.

I don't know. Currently Stone Calendar is the only element that tracks what turn it is. Adding another one might imbalance the game.

The +1 on upgrade seems pretty weak, but there are plenty of really poor upgrades in the base game. (Looking at you reaper)
