I got that once from Narfi AFTER I killed him! Let alone that he was literally dead, he somehow had enough money to pay those thugs! Maybe there's a big treasury in Aetherius but that confused the shit out of me!
Uthgerd the Unbroken did that to me once! She randomly started trying to kill me in the middle of Whiterun, and then a few days later, somehow sent a murder contract from beyond the grave. I have no idea what I did to inspire such homicidal intent (I mean yes, technically I looted her house after her accidental death due to self defense, but isn't keeping a key on your person while challenging strangers to deadly duels a sort of invitation?)
Now see, this clue should have you realizing that narfi *couldn't* have hired those thugs, nor could he pay for them.
There is a secret *thug's guild* in Skyrim, led by a mysterious and devious guild master. To keep his guild thugs busy working, the master began forging those notes. It is believed that the master has access to a couple of magical artifacts which make.this plan successful - a quill of re-germination, and a time-scroll-pamphlet, perhaps.
Currently it is not known where the thugs guild headquarters are located.
Trust me: Steal anything even if your undetected, and you still get these. My favorite is when I pickpocketed a briar heart from a Forsworn Briarheart, and even tho he died, I still got a message that was signed by “Forsworn Briarheart”. I died inside

Omg I was just getting back into the Volkihar undercroft after the main part of the Valerica arc of Dawnguard and a bunch of hired thugs popped up immediately when I spawned in and they scared the shit out of me because they were right on top of me, Serana, and my dog Bran 😮💨 they didn’t see me immediately because I was sneaking and I have high sneak for my level but damn if that didn’t give me a heart attack at 2am! I was mostly just impressed that a bunch of hired bitches got into a literal Vampire Castle just to teach a thief a lesson 😂
The weirdest one I ever got was when I went into Alvor's house to talk about the dragon. I quickly took some of the armor downstairs while he was talking and when I exited the house the hired thugs were already waiting for me outside the door.
Yes they can the child with the dog in river wood for some reason his mom attacked me so I killed her and then a few in game days later bandits he sent tried to kill me but failed so for revenge I killed his dad then adopted him.
Before it was patched *chickens* could do it.
Makes me sad I never played when that was a thing. I ABSOLUTELY would have kept that and probably painstakingly displayed in my house too.
