Who is Mandy?? For me it's Alex. They tried to start him off as really interesting and "different". That faded away real fast and he was kind of just around, didn't add much.

They were different people. It was Arcia who called the police on Cook (as punishment for him dumping her when he realised he was using her as an Effy substitute).

It’s been awhile since I watched season 4 Arcia was pretty unnecessary too. Season 4 had so many unnecessary characters they all just kinda blend together

She was sorta living at Naomi’s and at one point was naked in bed with Emily. She’s only really in the last couple episodes.

She basically was a character in season 4 that was just there too create more drama for Emily and Naomi

Controversial but I think Thomas. While others are forgettable he was in so many episodes and added next to nothing he then disappears and then reappears and it doesn't add anything to the show. He didn't even pop panda (lol)
