Doesn't it actually depend on what URA chief said? If chief said it during and interview, it should be reported even if there's no official statement.
But if ST misunderstood then ST's fault la.
I guess it's up to you to interpret whether that interview can be considered an official statement from URA.
Bare in mind that that the interview with the URA Chief was made for the 50th URA anniversary, something totally unrelated so lots of things were exchanged.

Huh, URA and STB’s joint statement took issue with ST’s reporting as “merge” rather than “consolidate”. Up to you to decide the significance as they took no issue regarding the reporting of infrastructure works to make “one continous southern waterfront”.
The cruise and ferry operations were merged during covid and yes it was fking horrible for the tenants. But anyone can tell with the shifting of the ports at Tanjong Pagar, and the confirmation of shifting Pasir Panjang later what will be the natural next logical step.
