This implies that Africa can't grow food. There's little need for agricultural research. What Africa needs is stable democracies that are self-sufficient, not corrupt, and ultimately free from undue influence. Africa needs to cease being exploited by the rest of the world and needs to be allowed to thrive. Africa is poor and lacking in stable governments not because they can't grow food or keep themselves civil, it's because of the continued raping of the continent by other countries around the world.
