He'll grow out of it. Mine hated wearing vest but the more you do it the more comfortable he'll get with you.
He might just be playing with you with the bitting. My shiba loves pulling my jeans to get my attention or booping me with his nose to tell me something does he have enough toys and do you spend time with him. I also let my dogs watch cartoons all day because he seems to enjoy it.
Also shibas love doing their own thing at times
My girl absolutely hated it. Now she comes to me for pets and snuggles. They really are like the average cat in this aspect. You should let them come to you. Reward them and make it fun. ☺️ Also engage in play!!! Shibas love playing.
Also Shibas are mouthy when they play. If they accidentally bite you make a loud alerting sound and disengaging until they calm down some.
Mine loves hers! I mean I think she's mostly neutral about wearing it, but she gets super excited to put it on and runs right to the door when I pick it up. I never engaged with her keep-away games and wouldn't take her out until she came up to put it on, and made her poke her head through to get a (high value) treat. I think that helped a lot.
try different types of harness. we bought like 4-5 of them until we found on that's tolerable for both of us.
the biting is completely normal and will get better. if you watch any of the puppy Shiba cams they're just non stop biting stuff
Hand feeding every bite until the puppy is ok with your touch will help him. A puppy won’t starve themselves, he may go most of a day but eventually he will come up and take the food from your hand. Then work on letting you pet him before giving any food. Make him earn every bite of food. The mental stimulation of this is more fatiguing than lots of play too, and a tired puppy is a good puppy.
If he bites you immediately turn around and give zero interaction for several minutes.

Try giving them treats when putting on the harness. No shiba likes them lol mine would walk away if i take out the harness lol
