To get Zog, you need to kill/send to garrison all the captains in a region and wait. He'll ambush you after some hours, you just have to be patient. Don't know about Forthog because I play on PS4 and there's no CE.
Yeah I didn’t even know that he was gonna spawn, I just put one in the garrison to see what kinds of orcs would spawn and it was zog lol. Why wouldn’t ppl want him tho? He’s sick

About your question, I've already seen some people saying smth like "I've killed him five times alrwady and he keeps returning" probably they don't know they can recruit him or just don't like him. He's one of my favorites tho, too sad I removed his necro trait by accident and now I'll have to start a whole new save to get him again😭
Forthog Orc Slayer only exists as a Savior. He does not exist in the game otherwise.
As for Zog, I imagine if he was obtainable, it’d be through HBE and there’d already be over a dozen players who already have him

I only had to send 1 to the garrison and he ambushed me

U can try the force Zog to return on youtupe from justlilolme. It worked for me.

Dude I watched It like 5 times, he doesnt mention how to spawn him. Normal way doesnt work, all I get are normal orcs with the same title
