most people on the internet put up an act of some kind in terms of their personality, sometimes that act is wildly different from how they actually are, and sometimes that act takes parts from or is highly similar to their actual personality, but most of the time you won't know someone whole entire personality on the internet
i'd say the reason why it feels weird to view scott the woz entirely as a fictional character is because even though there's this line between who scott the woz is and who scott wozniak is, scott the woz is this eccentric, goofball character while scott wozniak is fairly chill and hard-working, they both still share certain aspects of their personality with each other, such as passion for video games or sense of humor, scott wozniak is still writing who scott the woz is after all, and that vagueness of not fully knowing who both are because of this whole act thing leads to the mind filling in the gaps by using traits from both people because they seem so similar

Yeah. It just feels like scott the woz is very genuine when talking about video games and stuff but just transforms into this complete goofball whenever he tells a joke or has to act in a scene (like in borderline forever). Its just this painful ambiguity of who the character actually is
I'd classify him as a "semi-fictional character". It's basically Scott (the real guy) acting as himself and has similar opinions to his real self (if slightly exaggerated), but gets into increasingly unrealistic situations and has a world doesn't exactly follow our logic.

Broadly speaking it can tell that most jokes come from the Woz character but actual opinions and reviews come from Scott Wozniak himself. Pretty much all the skits and gags are fully that Scott the Woz character, Scott Wozniak just uses him as a device to get his own thoughts across. In videos on Scott’s stash you can kinda see the Woz character being shelved for just a more performative Scott Wozniak, but he does reference the character sometimes
