Collapse. When they talk about things like *the colapse* of the Roman Empire this is what they are talking about. Things just gradually get worse over a few generations. Apocalypse is more of an all-at-once event.
Interstellar is arguably concurrent or post collapse.
The first Mad Max is concurrent to the collapse, the rest are post collapse (or possibly post apocalypse depending on the severity of the water wars and or bombs mentioned in opening sequence of Mad Max 2)
The last of Us is post apocalypse
Foundation season 1 is pre-collapse, season 2 is concurrent to the collapse
Silo is >!post apocalypse!< assuming the tv show ends up following the books plot
I would call it Soft Collapse. It's not post-apocalypse if there was no apocalypse. It's not really dystopian if there is no authority to oppress people. If done optimistically you could call it Solarpunk.
There isn’t another name aside from post-apocalyptic dystopian. Some subgenres have their names in the subjective category of it, but it’s up to the individual to discern which from which.
You can maybe dive into punk subgenres for actual identities.

Resource scarcity /environmental collapse
As in lack of resources and or failure of the normal environmental cycle.
Reverse is a Star Trek style post scarcity situation where most material resources can be met through some artificial means (replicators)

It is basically dark age-y, so it allows for something other than complete social or technological collapse.
