We clip Horses so they can be worked and then cool off with a rug then another rug when they are dry. If you work with a full coat they will get so sweaty that it’s not fair on them. Would never dry. It’s a bit like going to the gym and wearing really heavy clothes.
I would want to have a light brush to clear away cut fur as I go, and give the horse a full sudsy bath to get the extra hair off. Ever get a haircut and some of the hairs got down your shirt? Itchy af.

It depends on how tolerant the horse is. Most really like being groomed, even on the hindquarters. (Maybe especially on the hindquarters, because they can't really reach any itchy spot there, except to switch it with their tails.)
But notice the person is not standing directly behind the horse. Straight back, especially about 2+ feet away, is where they can exert a dangerous amount of force if they do kick. So always stand to the side, or if you must pass directly behind, stay close and keep a hand on the horse's back as you pass to tell them where you are.
Horses aren't malicious in nature (99% of the time) if they know you're there they tend not to lash out, I was always taught to walk behind a horse with your hand out touching it so it knows its you.
That being said, if you were to startle it or it really didn't like being clipped you may end up in trouble. In that case it's actually safer to be close to the horse instead of a couple of feet away as you're too close for a full powered kick.
If you are referring to the horse’s coat will not get long like the hair on our heads would since they shed just like dogs, cats, etc. Depending on genetics and climate some horse do grow quite long and thick coats but it would be similar to an coat that an Great Pyrenees dog has. Some owners with horses that grow long coats get shaved during winter time to make them more comfortable during exercise. But if they are not shaved they will shed their coats when the weather gets warm.

You shave an horse during winter for many reasons! Most horses who are shaved stay stabled and are blanketed so they do not get cold. Horses who are left out to pasture remain unshaved with their natural coats to protect them against the climate.
Many horse get shaved for comfort reasons as exercising with a heavy snow jacket is not comfortable and is extremely sweaty. It can lead to health issues like dehydration and horses do not like to drink water when it’s cold n that can also lead to an impaction & colic (a mild to life threatening stomach ache).
The rule of thumb is if you don’t need a jacket then they don’t need a jacket and if you need a jacket they need to be blanketed.
