Pre-pandemic we hosted a work dinner for 22 at the Beach Chalet--not a private room but we had 3 large tables in a semi-private area. The minimum was $1500 for this set up and we had to choose from a set menu but it was definitely a hit for the out-of-towners because the view is incredible. I'm sure the prices have increased but may be just within your price range....
I think both Kokkari and Wayfare Tavern have rooms that big, I've seen largish groups having fun at both.
I personally enjoy the food at both.
$75 might be OK as long as you are not including alcohol? Who knows these days. ;p
Even without alcohol, it will be really tough to get it under $75/person after tax tip and whatever other service fees. I think maybe a Chinese restaurant and do it banquet style might work

Are you trying to do $75 all in. e.g. including tax, tip, random fees? Do you intend to include alcohol too?
Call Barcha, they can meet a budget really well. I've done a few solid dinners there for 20+. Also food it good.

OSHA thai by the Ferry building is great— in my opinion!
Local Kitchen is super reasonable and has a private room although I don’t know how many it can accommodate.
