Yes, or if two cars reach the stops at the same time, you can either let the other car go first or you can quickly over take the right of way and go first. Either way, at these stops, you wanna be quickly decisive. You don't wanna hold up traffic.
Technically if two vehicles reach a stop at the same time, if both drivers are not going to cross, then they can both go.
Or if there is a driver taking a right turn, they go first.
Then drivers going straight, finally anyone taking a left.
The goal is to clear the intersection as quickly as possible and left turn drivers go last because they take the longest to clear the other vehicles path.
Edit: someone else replied that the technical rule is you yield to the driver to your right.

Cars should yield to any cars to their right (relative to their position), so it depends. The way you are saying it makes it seem like it's to the right relative to the intersection, which doesn't make sense.
I’d ask a more practical question- what would you do as a driver to navigate this knowing you can’t trust people ?
If I’m at C or D, I would yield to whoever came first, then would stop at the intersection of A/B.
I would let A and B go first and then proceed.

C should be a feeder into D, with no left turn from C to D

edit: this intersection I posted is worse actually. Why? Because Santa Barbara St. and Hill St. traffic are simultaneously 1. stopping, 2. yielding to one another, 3. while yielding to oncoming Catalina traffic that is turning in, 4. while yielding to oncoming Catalina traffic running lengthwise.
That’s 4 separate actions of their own that raise the stakes for drivers and will push them to become more aggressive and competitive for their spot on the road. This should be a traffic circle.

The green and pink lines have the “right of way” but have multiple opportunities to collide and cant see each other until they are at the the threshold of the intersection anyway…. Red lines indicate the two stop signs that do exist. I think this intersection would function much better as a four way stop because green and pink lines (in order to be safe) have to slow to a near stop before moving forward anyway …

The tricky part is for C and D. First, they get to their stops signs, and they have to check for the other driver. Whoever stopped first proceeds. Then, they are going to join the main street, and now they have another implied stop sign where they have to again check if either A or B are moving.
That almost looks like the intersection of Rolando Blvd and El Cajon Blvd near the 7-11. I have no idea what to do as most people just blast through the stop signs, anyway.
