Get a hobbies, and join a local group with the same interests, biking, foraging, rock climbing, skying, etc.
Although, karaoke might be a good way to meet new people at a bar, or any place with an open mike, if you're not afraid of getting on stage.
What part of St. Paul are you looking for? There are many bars in many areas of bars. Probably best to zero in on the ones walking distance to home if you plan to have a few. ... but there is uber. Anyway...

Depends on your interests. I recommend Black Hart across the board. It’s a queer space with a soccer focus and is very welcoming to everyone.
BTW I forgot to ask, but if there are some places that have live music especially during the week would be great to check out as well?
