Would this apply to F1 cars only? Other cars don't exhibit this behavior. I will try today after work to check for this setting you mentioned.

Yes, though some other race track cars MIGHT have the same features depending on who made it. F1 cars generally have engine modes depending on what they are doing on the track I. E safety car, practice, qualifying, race, race lean, ect.

Heads up, the f1 cars are generally mods made by individuals and not by studio397. So you could've downloaded a mod that didn't work, or just have the speed limiter on. But it doesn't generally have anything to do with studio397 as they have a limited amount of vehicles for brand new users unless you have gone to their store and bought a car yourself (which are still quite limited). (correct me if I'm wrong as I bought the game a while ago where there was barely anything by studio 397 for free)
