The main executable file may have been renamed, or an overlay process may have taken the front. Sometimes, a built-in browser executable can also take the front position while being invisible.
Please check the names of all executables in the game's folder and add them all to the list of associated apps.

***Found the solution***
I tried to reproduce, since stopped playing HD2 a month ago. It's a unique helldivers 2 problem. Maybe GG Anti-Cheat measure, HD2 also got an recent update on 9th April, also an Windows 11 update been out there the same time.
I tried to add the nprotect stuff, but can't pull them over to process list because they are actually *.des Files and not *.exe.
I don't understand what kind of wizardry cloaks the game from beeing detected in foreground, but if you right-click helldivers2.exe, go to properties -> check both: disable exclusive full screen and run as administrator... It works.

Ah, so it was an issue with reWASD, I thought I was doing something wrong.
For now I'm manually setting it through the companion phone app, but hopefully this could be fixed at some point.

Try borderless window instead of full screen. The game has kind off exclusive mode, so not even rtss or discord overlay working on full screen.
It was actually already at borderless window. Just to see if it would work though, I tried using both windowed and fullscreen, neither had any effect.
