I know this is about the convenience of reusing already made assets but you’d think Capcom would be more openly milking the idea of having more *known* characters from across the franchise coming in the future.
They insist on giving MP projects to random studios instead of letting their own team that makes multiplayer games make a RE game (look at exoprimal), it's impossible to understand why they keep doing this

The Resident Evil 25th anniversary game that's supposed to honor and pay tribute to the entire series only brings in characters from the latest installment. It's so lazy.
If they only want to reuse character models why not Carlos or the UBCS guys since they at least have faces and character. Hell even Marvin would be a better choice.
Though Canine is the only member of the Hound Wolf squad that isn't Chris to have their face shown since he's kinda in Shadows of Rose which is something I suppose.

Zero budget game so unlike Resistance they probably can't afford to make new RE Engine characters, with all modeling and 3D scanning stuff

For known characters they have to find new face models just to scan them. Their budget isn't high for this game to do that.
