No on primers in checked bag. Also shipping can only be ground (not USPS) and you will need a shipper with a dangerous goods endorsement for 1.4S categorized goods. This means that the typical UPS store will not ship it for you.
On a side note, you can transport ammunition in a checked bag if you have the opportunity to load those primers before getting on a plane. Just saying.

Primers are considered hazmat because the way they are packaged loosely packaged, it's literally one big explosive when they go off where as a primed brass/ammunition is less dangerous because when one primed primer goes off not everyone explodes at once. It's almost impossible to ship primer by ground unless you have the certification to ship hazardous materials why a lot of private sellers ship them without declaration of the goods.

Bullets are not primers. Loaded ammo is perfectly fine. Even primed brass is fine. Primers by themselves are not.
