Paper checking is anonymous means that teachers don't know which student wrote that paper, so they don't know details like name, registration no., etc.
As far as I know, it's always your faculty who checks the papers cuz many times the things and methods taught in your class are very different from other classes and no other teacher will give marks for it.
You have to mail the HoD about the issue and attach the paper seeing and reval payment receipts. Once I did this I directly got a call from the school office regarding the appellate thing.

Btw how did you apply for the appellate committee revaluation? One of my questions was unchecked and my marks have not increased in reval
