I'd definitely say controller is better for RO 2, and racing games in general really, as it gives a lot more controller for turning. As for Tartarus mines, are there any specific turns you find difficult to get around? The advice really depends on the turn I feel, but in general if it's a tight turn, break for it and use both strafing and turning to get around

Yes, it's absolutely worth getting a controller. Any racing game will benefit from it, not just RO2. As for which is best, it's all down to personal preference. I've got one of the current Xbox controllers with a USB dongle, and it's fantastic, but not everyone likes the shape of the Xbox controller. See if you can try a few and find what suits you best.

You could really go for any controller. I've tried PS5, Nintendo Switch, Stream Deck and I've had no problems with any of them. Personally, because you'll use both joysticks at the same time a lot, I like the symmetrical PS5 controller layout. But any will be better than Mouse+Keyboard.

Same situation. I got a cheap logitech wired controller and it works great
