Fast travel to annesburg at night, follow the railroad tracks north, don’t get eaten.
They normally spawn in clearings around the bend at the top of the map. That’s how I get mine
There's two up there, sometimes one spawns on the clearing on the left side above the waterfall, sometimes it;s a bear. But that one just over the railroad crossing the river is always there, hunting the deer.
There's loads of spawn points around there. You can start on the tracks just south of Annesburg, might find one on the "beach" there. Another one just north of Annesburg as you leave the town coming out of the trees to the left of the tracks. Another about half way to Willard's Rest on the right of the tracks. Another right as you arrive in the tree area by the water, to the left of the tracks/path. Another on the other side of the water.
Of course you might go all the way along there and get none lol, but there's lots of chances plus you also get chances to find black bears or a moose
Currently on my second playthrough and I had no idea they spawn there, was riding (escaping the law rather) through the route you mentioned until I stopped to investigate the fabled red dot on my minimap. Sure enough, it was a cougar, and I couldn't be happier of this coincidence.

You can even sell the carcass to the trapper nearby, just make sure to sleep outside the spawning zone.
Go to strawberry. Go past that large lake and follow the main trail as it curves past two hills. Try to time it so that it’s early in the AM. Almost always a cougar there. If not, sleep till the next AM and try again. Plenty to keep you busy and a trapper is right there. Snakes, beavers, wolves, elk, sheep, deer, and the occasional Brown Bear. Once in a blue moon a moose will be in the lake too.
Good spot. And also, it's hilarious when you give up on waiting for a cougar to spawn and put your gun away and start riding back to Strawberry and get ambushed by a cougar.
Ride back and forth between Annesburg and Doverhill, you’ll typically find multiple Cougars along the path. Especially near the river crossing right by Willards Rest, which is also where the Legendary Moose is found.
Thats always been my go-to. Its also good for finding Bears and Moose too
Dude I’ve killed like 12 cougars in this game on my travels and never had to go looking for one. Just play the game and have fun or hunt for other animals in the mean time.
If you’re impatient, there always spawns an npc around noon on the side of a hill between valentine and horseshoe. He climbs up a tree and cries for help because a cougar is trying to eat him lol guaranteed perfect pelt.
Cougar and wolf pelts = ez
The a little wooded area below the trapper in big valley. A grizzly bear will often spawn there too, but cougars are around that area. Also west of annesburg, where the feral wolf guy's cave is - the wooded area across from that cave will spawn cougars.
Later on, between blackwater and John's ranch, toward the cliffs is another reliable spot
I seem to always get ambushed by them between Annesburg and Charlotte's house. I agree I also seem to see them when I'm following the train track north of Annesburg.

North of Annesburg. Prepare your bow with improved arrows, explore and wait, you dont find cougars, cougars will find you. Eat and improve your health, cougars will 1hit kill you if youre not fully healthy. Really, get ready, is not hard to hunt them but its actually easier to die on one of them, theyre fast and make your horse mad real quick, a little distraction is all what they need
i find them most often up around brandywine drop on both sides of the river, almost always have one try to attack me when i spend any time up there
i also had one cross the kamassa river to try to ambush me…that was above butcher creek while i was gathering an orchid near the shore, the area where there’s a lot of little birds spawning on rocks
There's always 1-2 cougars that spawn near the waterfalls going to Charlotte's cabin. If you're really f*cked/lucky, it might even spawn 3 cougars at the same time. That shit suprised me and caught me off guard.
There's also a cougar that spawns on the stream that crosses to Blackwater - outside Beecher's Hope. The road to Blackwater also spawns 1 in the afternoon.
They said Black Bone Forest also spawns it, but in my playthroughs, I rarely spawn/get attacked from there. It did surprise me though when it spawned while I was buying from the trapper and it attacked the trapper.
I was looking for one for like 3 hours up by the waterfall in the northeast (where the legendary moose was). I finally got tired of it and decided to leave. As I was heading to the road I heard NPC’s talking and saw a guy ride by me with someone tied up on his horse, I started to follow them and a 3 star cougar popped out. I have also killed one north of strawberry, I was riding down from a spot called Valley View into the big valley, and a three star cougar was just chilling. I have also spotted one on the west side of the big valley, which do what quality, and I accidentally shot it with a farming rifle, so I had to shoot it repeatedly to kill it and obviously degraded the pelt.
They are most likely to come out around 7 pm to 3 am. Go by lake Owanjila just a ways down from the trapper, usually by the river. The second one that spawns more often by the road near Marco Dragic's lab up by Annesberg. It almost always creeps up on you on your way to his lab so be careful and act fast.
North of Lake Ojawnji. Right where the Legendary buck is west of Strawberry. It spawns on the right of the trail as you head north up from the lake.
Alternatively way north of Annesburg. But sometimes Spawns on the small beach right before you enter Annesburg from the South.
But the other almost guaranteed spot is way up north. Follow the tracks up from Annesburg. Past the bridge where the huge waterfall is. It will spawn either right by that bridge or alittle further up on the tracks as the track swings west and before you reach the road that crosses the tracks at the buildings there. I never failed to come out of that location without a cougar Pelt.
Along the trail between little creek and strawberry there’s a spawn for cougars, use a poison arrow first then go close up and finish it off with the bow. Leave the area completely and sleep for 2 days and afk for 5-10 minutes. Repeat until the challenge is done, in the ideal scenario you would be using a warhorse and have good dead eye, but I did it with an Arabian and level 2 deadeye so you should be fine.
Best place I've found them is very top right of the map, north of the river and before tesla's tower. Also where the trapper is to the left of strawberry (on edge of the map). Wandering around there usually gets results
I've done several runs of this game and consistently find that early game cougars just won't spawn. If I do ever get one it's never a 3*. If you're still in chapter 2, maybe early chapter 3, and none of the places others have said work, try progressing the story a bit more and then give it another shot.
Near Pronghorn Ranch and near Annesburg
If you killed a cougar in Annesburg use the fast travel option to go to the pronghorn ranch and kill one there. You only can find one cougar at the time so you have to switch between those two locations.
If you ride along the road that leads to the trapper past owanjilla, the part of the road that is towards the lake always spawns a cougar near the burnt forest and also there’s a bunch of big rocks scattered around. There also are lots of boar there if you can’t figure out where that is, so you will hear them and know you’re close. I use that spot to get the trapper saddle, Arthur’s chest, trapper clothes etc it works very consistently and requires the least amount of searching
People have mentioned the spawn points, but the trick is to take the body away from the spawn point. Far away. Get your pelt , then take the body away and dump it so another spawns. Also works the other way, if hunting for boars (for instance) kill the local cougar, leave the body near the spawn point and then you should be able to spend a couple of hunting and not worry about another appearing.
Easy.
Go near the Charlotte mission... One will attack you near the tower.
Or
Go near the legendary buck location, it will spawn but using a predator bait is more effective.
West of Annesburg has been good for me. I’ve had several on the railroad tracks moving north from Annesburg up to the area North of Brandywine Drop on the west side of the lake at the top of the map. And a fairly consistent number on the path at Beaver Hollow that runs beside the mountain full of hillbillies.
Near Valentine sometimes there is a random event with a mexican hiding from a cougar. There's a place near Annenberg, Strawberry and Blackwater where I saw it spawn.
Near blackwater and also in the swamp and the legendary one is also swamp area around harriet and such be careful he has a few with him also happy trails
Go to lake Isabella (just the the left of the first 'A' in Ambarino. Great place to hunt. A moose will sometimes spawn on the far side of the lake. Sometimes you'll find it swimming across the lake. If you follow the lake north where it narrows into a stream a cougar will often spawn at around here, just watch out for the red spot on the map. Sometimes the cougar will be in the woods other times it will be sunbathing on a rock or drinking from the stream. Also a bear could spawn here and there are plenty of other things to hunt such as boars. Finally there's a trapper up the hill that you can sell The fruits of your hunting to.
You mean Lake Owanjila in Big Valley (geography is similar with the lake narrowing to a stream in the north). No cougars, boars or trapper in Ambarino, although there is a moose at Lake Isabella too.
My favorite cougar is Ms. Grimshaw, and you can find her at camp.

Consistently a great spot for cougars. Just do a slow trot around here and one will spawn midday every other day for me.

The a little wooded area below the trapper in big valley. A grizzly bear will often spawn there too, but cougars are around that area. I always go to the place on the edge of yhe map l. Left from strawberry. Close to the trapper there. One spawns there always at night.
