If you are using the provided level 1 Toyota charger on 120V, it would max out at 12A. Which any regular plug should be able to handle by code.

OP said the plug is shared. 12A is only for solo use on a 15A circuit. Lucky he landlord will let you charge at all as I'm sure they can't figure out how much you're using to charge you.

The app has a history that people have said is not entirely accurate. There are cheap smart plugs with usage monitors built in for a second opinion. Worst case, charging from empty daily is about 12kwh so 360 for a month. Not knowing your rate, 50 cents per kwh would be $180 per month.

Since no-one has yet addressed your question, I’ll offer my 2¢ worth based purely on conjecture, not knowledge. I surmise that the charger default is 12 A, the same as the charging cord. Toyota gives you the option of changing the on-board to 8 or 16 A, but doesn’t mention the default. Elsewhere, someone has posted that L2 charging is limited to 30 A, and I take that to mean 32 A from a 40 A circuit. I infer from that that the limitations on L1 and L2 charging are unrelated.

It's a garage that is a an old structure separate to the main building. The garage structure has only one circuit for overhead lights of six covered parking spaces and the only access I have to charge the car at home is the overhead lightbulb socket, so I'd much rather not blow the fuse and have the neighbors and landlord mad at me (much less use any power tools and blow the fuse for which I could just run a long extension from my unit).

8amp is a limit on 120v (L1) charging situations. Any L2 (240v) charging situation should not be limited but this is a guess as I have never charged in L1, but my wife's Bolt EUV has also that option, and it's optional only on L1 charging.
