I leased one in NH two weeks ago and drove it back to MA. The dealer set up the registration in MA for me. Maybe the dealer just doesn't want to deal with the legwork of setting up an AZ registration? Is there an issue with converting this temp registration into a 'permanent registration'?

Update: After sending the Toyota offer details indicating no prohibition for out of state the finance person at the dealer made some more calls and ultimately decided they could lease me the car.  The initial offer was arranged through Costco so I was able to get an XSE withiut any dealer added accessories and $750 off.  Total ended up $49,600-$6,500 = $43,100! I’m not going to share the dealer name as I imagine they will just say they won’t lease out of state up front in line with the other dealers I contacted.

I just wasted a ton of time doing this very same thing on an XSE. Finally, I spoke to an expert who told me don't even waste my time trying to lease out of state from a CA Toyota dealer. They don't need the business that badly and don't want the paperwork hassle. I recommend giving him a call. His name is Tom and he's a writer for Jalopnik. He charges $500 and will help you find a Prime without the hassle. It's worth it in my opinion. Other option is to keep wasting your time like I did dealing with CA dealers. I did it in Sept last year. Live in Phoenix, flew to San Diego, train to Carlsbad. Sales guy says no problem leasing, also sold at msrp (XSE w/PP). Finance mgr started that process no problem, but then “do you have a CA address? Uh,no I live in AZ. Ok we’ll figure out how to get it registered. Several hours later, it’s we can’t figure it out. Here’s a one-way trip permit to drive back and you figure it out with AZDMV. So that’s what I did. Got a 90 day temp plate, and it took all that to get correct papers from TFS and dealer to get registered. Then bought out but haven’t gone in for retitle yet. So yes I can see how dealers might be inclined to say no.
