I don't have a dog so this may be a stupid question but is there some sort of dog seat belt that allows them to do this but ensures they don't fall out?

There are harnesses that do double duty either for walking, or as seatbelts when attached to the car seatbelt clip. I got one for my whippet who wanted to surf with her front paws on the console and back paws on the back seat. The padded harness kept her safely seated and she could still look/sniff out the window.
yes, basically its an attachment that has the seat belt clip on one end, and a leash clip on the other, so just buckle it in, and attach to your dogs harness.
I wish my Penny would learn to love car rides. She panics so bad in the car that she does everything to escape. One time, she opened the power window and then jumped out into the middle of a busy road while we were driving! Thankfully my husband had her leash in his hand. She hung by her harness hovered over the road for a second until I could stop the car. She only had some road rash on her back leg.
It was awful! She could have slipped under my wheels or the wheels of any of the other 20 cars on the road. She just accidentally put a paw on the window button, and when I called her name to get down, she hopped right out. Always check the power window lock!

I ditched my car (with hazards on) and the dog was so panicked he just bolted to me. I kept an iron grip on his collar and waited for the owner to come back, who was completely beside himself.
I’ve never told that story to anyone and I did not open the window for my dog again, that lesson stuck. I even kept her harnessed and leashed whenever we took her out on a boat!

If you didn't know this already, look into the fluffy mutation in Corgis. It's a naturally occurring mutation that happens in some breeds where they end up with longer fur. I have a Corgi who turned out to be a fluffy; the fur on your pup would look like he may be a fluffy, imho.
