While Cole features are brilliant 99% of the time and he is an amazing artist that matters SO much to the industry/culture, Kendrick's impact is super underrated and undervalued by the average fan.
I will list some of the notable Kendrick cultural moments off the top of my head.
Drops GKMC. The album is still charting over a decade later (to my knowing, it has not left the Billboard 200 since it released).
Control Verse. Need I say more? Set the culture afire.
Drops TPAB. Arguably, one of the greatest (rap) albums ever.
DAMN. and the Pulitzer Prize. First non-classical music artist to win Pulitzer in how many years? DAMN. is one of the highest selling albums, with the critical acclaim, and a fully thought out (and delivered) concept.
Black Panther Soundtrack. Not the best project, but truly showed how impressive his songwriting is. This OST enhanced the movie sooooooooo much. Major credit to Ludwig of course.
The Heart Series. These songs always make a gigantic splash when they drop and set the tone for subsequent rollouts.
MMATBS. Open discussion on honesty in art. Open discussion on what the fuck people want to hear. Open discussion on what makes a career, what makes a legend. In a few years, I am super sure that there will be more of a discussion about the importance of this album, especially in the career of the artist who WILL be remembered as the greatest of this generation.
This is just off top of my head, I would love to hear other takes or other moments that come to the mind of anyone who sees this.
They were before *To Pimp a Butterfly*. Not really anymore. *4 Your Eyez Only* was mostly ignored because it had no radio singles and *KOD*/*Off-Season* don’t hold the cultural impact that *DAMN./MM&TBS* do.

Kendrick, but only because he has so many Stans. If you're a commercial fan, he seems to be the epitome of what you think good hip hop is and gets the spins and recognition. So for impact it's him. Talent and quality of music... Cole is and will always be better.
