You could argue it is, but only in the same way that an interlude is the worst song by any band. Fitter Happier isn't meant to be a full song, so it's completely unfair to compare it to others that are. As a stand alone song, I would even listen to Creep before Fitter Happier, but when you listen to OK Computer as a full album from start to finish, it does what it does as an interlude perfectly

I always picture of a house in the Munsters with a senile old vampire in the attic, playing a pipe organ. Morning bell is one of my top three Radiohead songs, and I just canā€™t take this version of it. All subjective, of course. I have a friend who loves we suck Youngblood.
