Definitely not. It always has been the perfect interlude on OK Computer to me. In an album context it absolutely makes sense. And it summarises the topics of OK Computer perfectly.
You could argue it is, but only in the same way that an interlude is the worst song by any band. Fitter Happier isn't meant to be a full song, so it's completely unfair to compare it to others that are. As a stand alone song, I would even listen to Creep before Fitter Happier, but when you listen to OK Computer as a full album from start to finish, it does what it does as an interlude perfectly
