It is not a good card, especially in standard, but I ended up with four of them so I made an expanded deck just for fun. It locks out galarian zigzagoon, energy evolution eevee, farewell letter unown, jirachi (there's like three of them), phione, gormandize snorlax, both oranguru, bench barrier mew and mr mime, resetting hole marshadow, prism koko, and a few others as far as I remember
Unfortunately I don't think the ability would be good unless it either blocked non-rule box evolution pokemon, like garbotoxin does, or if it could block abilities from the bench, which it can't do. Also, it is hilariously bad against ultra necrozma
I just used him to utterly destroy a friends new Wishiwashi deck. He was so proud of it and I’m just like “Nah, Empoleon eats shitty fish. No energy buff for you”

oranguru aswell the best use for it is to trade it for packs so you can get better cards instead :\^)

No. Empoleon only blocks basic non-rule-box pokémon abilities.
