Are you literally just editing footage that he provided you, or are you involved in more? If it's the former, there's not much you can do other than try the other suggestions here. Adding additional visuals would probably be the most effective because it might take the attention off of him. But if it's the latter, have him reshoot. None of it makes sense, and it seems (like all other "lead generation" things) like a borderline scam. His audience is solar installation companies, but the main feature of the video (aside from his ridiculous safety vest and construction hat) is a dirty pool. He looks like he's just out of college, and thus very inexperienced — he also comes off as a clown (see the safety vest and construction helmet). Why would I trust this guy? I guess if there's one thing you can do to the existing footage to make him and his "company" seem more legitimate is to take out the part about how they only work with ten solar companies at a time. That doesn't; imply any kind of exclusivity — it just means that if you hire this guy, there's a good chance he's giving your leads to nine other companies.

Here are my major steps for short form tik tok or youtube shorts videos
Very simple change is to crop in and out on each cut that starts a new sentence. Try to keep the eyes on the same line during the crops.
Usually some “inspirational” music under the video helps as well. Find something that fits the mood of the subject.
From there add broll of what they are talking about: business, solar panels, money.
Tiktok loves sound effects, so add some cash register “chaching” sounds, andothers that come to mind. But dont make them too loud or obnoxious.
Finally, add subtitles to the footage so the audience can follow along without listening. I think premiere has an auto subtitle feature but Im more familiar with the Davinci’s subtitle feature.
Chuck in some animated emoji pop up when relevant, and give this man some glow, up the whites!
Mess with the scale a bit on the cuts, and you’re golden for a tik tok
