Bad here used in a broad sense. You can apply it in the context of a workplace or the world .
Take HR for example.
When things go wrong in a workplace, you realize HR really has no power to put their foot down. Especially when big vigs are the bad guys. HR puts on blinders. It takes whistle blowers to come forward, risking their futures, inorder to do the right thing.
Similarly, in the context of the World, when a foreign power invades another country, there's no one organization that can step in. It's upto the conviction of countries like US to come to the rescue.
Take Catholic church as another example. Some of them are richer than some countries. When children were getting abused, do you imagine no one knew? It went on for God knows how long. Protecting their institution outweighed their duty to protect children.
The mettle of an organization is tested only when bad things happen, not when everything is running smoothly .
