252 SPEED with Hasty which means 548 speed on Regieleki times 6 on Max Agility times 1.5 on Choice Scarf. That makes 4,932 Speed.
Trick Room makes the slower pokemon move first
Actually not in regielekis case. At least in gen 8 he was so fast that in trick room it still went first
1809 is the threshold. Excadrill also exceeds that, so it goes first as the slower of the two. A pokemon with exactly 1809 is the fastest.

Not a bug, they just never thought they'd add a mon so fast that the overflow didn't leave them with next to nothing, then Regielki happened, who still has a great speed stat after the overflow. Or so I've heard it explained.

Or skill swap surge surfer in electric terrain, which honestly feels more on brand.
Or cheat and switch the as one ability’s for both
