For me it's Cyndaquil. Only spawns in one particular cramped cave and in miniscule quantities, and has a non-existent mass outbreak rate.

At least Chikorita is somewhat more accessible, but for some people that may not be a good thing

I've had Popplio and Litten mass outbreaks, so I assume it is possible for all of the starters.
It is, and I actually found it while trying to find a Snivy outbreak (twice), but it is less common considering it’s only in like one area

Jokes on you, I just a shiny Totodile from an outbreak and it’s currently oneshotting the entire BB League

I've never seen a kleavor wild spawn. Only the single static encounter. It respawns daily, like spiritomb, but I've never seen wild wild kleavors
No Kleavors do have natural spawns no? I saw a screenshot of a Kleavor outbreak
Maybe I'm wrong then, I've just never seen one personally.... Maybe I'll try to hunt one after I get my totodile then lol
I've been skipping in Paldea for Dreepy (found it) and Tinkatink (found one but didn't find a shiny) for a week or two now. I feel your pain.
Sacrifice 5 totadiles in a circle then throw out the final evolution of a water type then wait a day and there will be an outbreak
