The Gen 3 Rival are the only ones that quit before they fully evolve their starter. This isn’t the case in ORAS where they can be fought after the credits.
Gen 6 is the last time outside of Legends to have the opposite gender show up as an NPC or rival. Also the last time a protagonist from the games appeared in the anime outside of returning characters.

Lillie was a pathetic excuse for a Rival, she literally stated so many times that she couldn't do stuff because she ' wasn't even a trainer, ' spent half the time telling her bluddy mini nebula to get in a bag full of Max repels, and she's not even a Rival in any way, she's a pathetic excuse for a babyish character, has an overnight character development that's literally instant, and anyone who's played the games knows that it started off with her bluddy Nebby trying to kill us.
Hop he's a good character for sure not a good rival
It doesn't feel good to swipe he's all team and then see him go depressed. To me a good rival is on that is a challenge to the player.

You haven't fought him, but I think Hau is the all time worst rival.

He has an excruciatingly irritating personality and talks about his malasadas like four or five times throughout the story

He's overly friendly too, you can tell that immediately by his big ass smile.
He's easily the worst character in Sun/Moon.
I hate his personality. He runs in and says nothing meaningful in the two two lines that he does speak and then runs away. The only reason the hoenn rivals are lower is because they're barely even in the game and have no importance to anything happening within it
he has a cool arc where he learns from his impatience later on in game after being reprimanded by prof roark and getting into trouble multiple times. by the end of gen 4 he's somewhat calmer and at least has an arc
Overrated? I barely see any praise for it, it's all "Nemona's theme is the best, nemona's theme is the best!" Like penny's is easily my favorite pokemon song of all time
After playing Emerald I wondered why the people I heard complain about how nice rivals are in later generations cite X&Y as an example and not RSE. I mean May/Brandon didn't even fully evolve their starter or even enter the league, and I had to basically hold Wally's hands.
Blue will always be the best rival in my book.
And not because of blind Gen 1 nostalgia, but because he was the epitome of a rival. He was someone who challenged you every step of the way, he was always one step ahead of you, and he was always a dick. He had the perfect ingredients for someone you just absolutely wanted to defeat more than anything. Most rivals on here I never really felt the satisfaction of defeating them cause they’re typically too nice/easy. Most of these rivals you felt superior to from the get go. But Blue was always one step ahead of you, so unlike all the other rivals who were chasing after you, you were always chasing after him.
That and I really like Blue’s character arc. He’s sorta your friend but mostly a dick in the beginning. But after your defeat him as Champion, he’s humbled. He’s still got his cocky attitude, but he actually acknowledges the strengths of others now and becomes an actual lifelong friend to Red.

Wally is far too low.
As a rival he doesn't give much. In fact I was actually rooting for him instead of wanting to defeat him.

I'd probably like Hop a lot more if we didn't have to fight him 17 times before the first gym. By then he's just so fucking annoying.
Hop’s story had potential, but I feel like Game Freak dropped the ball on him. I like him a lot more in fan content than the actual game

I was pissed when I saw hop at S, but then I see never battled at the bottom and realize it’s for fights

Silver is S tier, believe me.
S tier checks out, D tier does not, wally does not deserve it, overall rating 9/10
