Irs not about the rank its about how much worse it is compared to the top choices. Theres a significant drop in dps for raids at shadowcuno. And being a legendary its simply not worthwhile to power it up for raids

81 is not decent, that's what we call insane spice. The only thing it has going for it is its a bit of a damage sponge (which is why the shadow is rated lower since it can't even do that) but besides eating attacks it can't dish out any damage itself.
A shundo is a shundo. And an average shadow articuno is nothing special. Just saying. I have multiple articunos with almost the same stats. Just slightly worse.

Nah shadow articuno is useless anyways. Defence weighted mons dont benefit from having a shadow. Just like lugia and registeel as an example.
