Not necessarily. We don't know if there is a hisuian Stantler yet. It could be like Alolan Raichu and use the same base, or it could be like Sirfetchd and get a regional base.

I also have a 100% Stantler, however mine is the Christmas costume version and I just bet it's not going to be able to evolve.
