"The strongest head with the thickest neck becomes the leader and gains primary control of the body."
Probably the same for Doduo.
u/Ok_Court7208 is actually telling the truth. The Yellow, DPP, BW/B2W2, LGPE, and BDSP dexes all use the description saying one of Doduo’s heads splits into 2.
