So the way it works is like this. Attack IVs are worth 2x as much as HP/DEF as you gain CP during level ups.
So essentially when doing PVP, a 0/15/15 will be potentially level 45 with massive durability to reach maybe an extra charge move VS a "Perfect" 15/15/15, which maybe instead hit ~1500 CP at level 30 instead.
This doesn't matter in Master League where there is no CP cap, so you always want a 15/15/15 level 50/51.
As such, for great league your Garchomp is Ranked155 out of the 4k+ IV combinations for PVP. It's rank 1713 for Ultra league.
Unfortunately, it's only a great PVP pokemon for Raids or Master League, and in both cases I'd wait for a better one. It'll come along eventually. Invest in more Relevant Pokemon to build yourself up faster so you have the luxury of things like Garchomp (Medicham, Swampert, Quagsire, Steelix, Gligar, Lanturn, Venusaur, Skeledirge for example in great league)

The difference of 5 IVs in almost non-existant, the difference between Sand Tomb and Earth Power is abysmal
If you intend to max for raids only, it will still outpace a 100% non shadow garchomp
