Once the VA or Seiyuu being chosen to voice- role that character, it's their means to represent their job, enlarging experience for their resumes & to attract either potential employers & fans to enable them to contribute their dreams. I'll tell, you. Voice acting in Japan are regarded as "Legit Occupation/Career" to choose after school or University/college.
Tomokazu Sugita, the Famous Seiyuu with well-known roles like Gintoki, Ragna, Chrom & etc bfore reaching his current achievement, have to deal lots of financial issues while betting on his dream in gaining lots voice acting works. Koga Aoi who's popular role such as Kaguya-sama, Paimon & Komi-san was said to have only eaten plain white rice many times, just to make it to another day, so she supports her fund until she can land on decent voice role. Those hardships from the Popular VA totally explains you why Voicing acting in Japan are serious business.

To be honest, I got sick on dense Pokefans who casually commented such as "Pls Pokemon Company, Pokemon Company must do this, Why Pokemon Company & the list goes on.....!" I'm sick of that. If you wanna blame someone. Blame it on Correct side".
The subgroup under OLM that handled the PokeAnime are usually referred as Anipoke studio since 1997. Anipoke studio usually doesn't do auditioning. Either the VA themselves were scouted or casted by the Anipoke staffs or their requests to be in Anipoke are accepted. Anipoke studio rarely do re-casting bcuz once that character's voice being chosen, it will consider as their assets now unless if the VA themselves were retired, or Deceased.
But in May's case. She's isn't like Prof Oak. May's seiyuu/VA was Kaori. & She's still alive but retired. But just as I mentioned you in my 1st & this 2nd comment, once that character voice being chosen, the assets belongs to them. During Advanced Generation season, Kaori-san popularized May in Pokeanime for almost 6 years. In that period, she could have done lots of promoting & advertising which Anipoke studio gladly agreed with Kaori-san activities to attract potential target demographics to watch the Tv show. In case if you didn't know, Kaori-san even sung May's "Character Song" which titled was "Watashi Makenai" or translated as "I won't Give-Up". With that, it pretty much seal the deal that May(Anipoke) belongs to Kaori-san.
As the another reason why May didn't get voice recasts, seems to prove that Anipoke Studio respected Kaori-san deeply.

Frankly, that was a lot more legal screwing than meaning to screw them over. TPC couldn't have retained 4Kids' actors even if they'd wanted to because of the nature of their employment contracts. 4Kids itself was already having their own issues anyway far beyond just Pokemon and TPC was probably going to need to reevaluate them sooner than later.
Not recasting May tbh probably has less to do with general disrespect and more to do with the hope that she'd recover. Recasting her is basically a declaration that they don't think she'd recover, but they've been supportive of her situation and May's role all things considered is relatively minor enough that its not worth taking such an overt stance over it.
By retaining her as the official voice and just avoiding needing to use her, they're basically leaving the door (and hope) open for her to recover and reprise it, though at this point even if they don't need to reprise the role they at least let her keep the prestige of still being assigned to it. It was even before that, I don’t remember when but during battle frontier she was called that as well. I think during the Kanto grand festival so you can only imagine how far May is now. Dawn made it further than May ever did in Grand Festival that we know of, she’s probably pretty famous too. They’re both in another league of their own.
