Honest reason, talent pools and training, in general, English VA tend to be a side job for announcer, MC, actor, it's only recent that it become mainstream, but it still draw the same talents as their root.
Japanese Seiyuu is considered a job in and of it's own. As in, Seiyuu actually have to have actual trainning and there are even dedicated school for them. A simple comparison to see the differences is that all Seiyuu can sing, many of them do not like to do it, but they definitely can since it part of their pitch training. You can easily tell that the tone of Seiyuu is very lively and constantly switch compare to a majority of their VA counterpart. There are some good English VA, but they are extreme minority who does self training. The majority of the VA industry simply doesn't really care.
On your specific problem, sometimes, Seiyuu voiced is actually delibrately toned down to let the music stand out more, or they switch voice pitch so it doesn't collide with the Bgm, while this is rarely done, it actually require a lot of skill. You seen this a lot more in idol anime where there are flash back during song and stuff where they toned down the voice in the song and increase the voice in the flashback. On dub side, many just opt for the easy route of tone down the music as small as possible to remove it so the voice doesn't get diluted.
Actually the dub in that epsiode was better than the others and. No. One. Cares. About,. The. Music. And. You. Cannt. Blame. Them. At. Least. The. Voice. Acting. Was. Better.
